[00:11.24]Some observers are worried that the number of people arriving in Europe could jump [00:17.92]because travel by land through Greece and the Balkans remains blocked. [00:24.84]Most of the new arrivals are migrants. [00:28.44]They have fled their home country and chosen to go overseas, [00:34.52]usually for economic reasons. [00:37.88]Libyan security forces raided a home in the city of Tripoli last week. [00:44.08]They detained more than 200 migrants from across Africa. [00:49.84]They also captured a suspected smuggler. [00:54.04]More than 16,000 people sailed from North Africa to Italy in the first three months of 2016. [01:03.80]That is almost two times as many as the number [01:08.72]who traveled across the Mediterranean during the same period in 2015. [01:15.60]The United States has offered to support a proposed naval operation off the coast of Libya. [01:23.60]The international force would be under the command of NATO, [01:28.28]the North Atlantic Treaty Organization. [01:32.40]But it is not known what the ships would do [01:36.12]if they find migrants in boats sailing for Europe. [01:41.04]Riccardo Fabiani is a policy expert at the Eurasia Group. [01:46.96]He said some observers say the migrants will be returned to their home countries in Africa. [01:54.28]But he said it is clear that the African governments do not support that plan. [02:00.92]And he said that returning them to Libya is not under consideration [02:07.64]because the Libyan government does not have the ability to care for them. [02:13.28]Western nations hope to increase Libya's ability [02:17.84]to feed and house the refugees [02:21.20]by supporting a new unity government in the country. [02:26.12]It is known as the Government of National Accord. [02:30.68]Its goal is to persuade competing groups [02:34.80]from the eastern and western parts of the country to work together. [02:40.80]Fabiani said the unity government is "taking over ministries [02:46.08]and taking over departments and taking over government buildings, [02:51.88]and there is backing at most levels for it; [02:56.76]however, the situation in the east is very different. [03:01.60]And that is where I think we are facing a stalemate." [03:06.68]The new government welcomed British Foreign Secretary Philip Hammond to Tripoli last week. [03:13.40]Libyan officials showed him the country's naval patrol boats. [03:20.04]Hammond said British troops could be sent to train Libyan security forces. [03:26.36]Recently, U.S. President Barack Obama [03:31.24]said he would not send American troops to help train Libyan forces. [03:38.64]"I do not think it would be welcomed by this new government.
