[00:16.32]FBI Director James Comey said the new emails [00:21.84]did not change the bureau's earlier decision. [00:27.24]The FBI again decided that no charges should be brought [00:33.80]against Clinton for her use of a personal email server [00:39.72]while she was U.S. secretary of state. [00:45.32]Comey sent a letter to members of Congress with his findings [00:51.16]two days before the U.S. presidential election. [00:57.36]The FBI launched an investigation in 2015 [01:03.88]into Clinton's use of a private email server [01:09.96]. Investigators tried to find out if Clinton [01:13.92]had sent secret government information through the private server. [01:21.76]The emails were written before she became the Democratic Party's candidate for president. [01:32.44]In July, Comey announced the FBI investigation [01:37.28]had not found enough evidence to charge Clinton with a crime. [01:44.32]But he did say the investigation found [01:47.92]she had been "extremely careless" in her email practices. [01:56.00]On October 28, Comey sent a letter to Congress [02:00.60]stating that the FBI had found a new group of emails [02:05.40]that could be important to the investigation. [02:10.72]The emails were discovered in a separate investigation [02:15.76]involving former Congressman Anthony Weiner, [02:20.16]the husband of top Clinton advisor Huma Abedin. [02:27.28]Comey was criticized by many Democrats and some Republicans [02:33.52]for the FBI's decision to make the email investigation public. [02:40.28]The decision came as opinion studies showed the presidential race [02:46.76]becoming close in the days before the election. [02:51.76]The critics argued that the decision could possibly change the minds of voters [02:59.88]and influence the outcome of the election. [03:05.80]Some also suggested Comey's action may have violated the U.S. Hatch Act, [03:13.92]which sets limits on the political activities of federal employees. [03:22.36]In his latest letter, Comey wrote that FBI investigators [03:28.16]had reviewed a large number of newly discovered emails since October 28. [03:37.12]"Based on our review, we have not changed our conclusions [03:42.28]that we expressed in July with respect to Hillary Clinton [03:47.52]while she was secretary of state," he wrote. [03:52.17]Historically, federal government agencies [03:56.84]have attempted not to get involved in politics during election campaigns. [04:05.92]The Clinton campaign welcomed Comey's latest decision regarding the investigation. [04:15.32]"We were always confident nothing would cause the July decision to be revisited. [04:23.76]Now Director Comey has confirmed it," campaign spokesman Brian Fallon said on Twitter. [04:34.32]Trump reacted by saying Clinton is "being protected by a rigged system."
