[00:13.56]In a written statement on Monday, [00:16.12]DHS Secretary John Kelly called the move a "one-time increase." [00:23.36]President Donald Trump has supported a policy called "Hire American." [00:29.76]He wants U.S. companies to hire American workers instead of foreign ones. [00:37.40]He has also repeatedly called to limit immigration. [00:42.08]But a DHS spokesperson said without the extra foreign workers, [00:48.88]some U.S. businesses could suffer "irreparable harm." [00:54.60]In order to hire foreign workers through the visa program, [00:59.20]businesses must show there are not enough U.S. workers "able, [01:04.60]willing, qualified, and available" for the jobs. [01:09.88]The H-2B visa is a temporary work visa for foreign workers [01:15.59]to work in the United States at non-agriculture jobs. [01:21.12]The U.S. limits these visas to 66,000 per year. [01:27.52]That limit has already been reached for 2017. [01:32.76]According to the State Department, there were 85,000 H-2B visas issued in 2015. [01:41.72]This was due to some returning workers being able to receive exemptions from the limit. [01:48.80]However, Congress did not renew the returnees' exemptions when they expired last fall. [01:57.44]Some U.S. industries, like the tourism industry, [02:01.64]depend heavily on seasonal workers. [02:05.44]They say they have struggled to hire enough people since the H-2B visa exemptions expired. [02:14.56]To address this problem, Congress recently permitted the Department of Homeland Security [02:20.92]to go over the 66,000-visa limit. [02:25.72]The new rules will be published in the General Register later this week. [02:31.80]Businesses will then be able to petition for additional visas. [02:37.68]President Donald Trump's business has used the H-2B visa program [02:43.28]to staff his private club Mar-a-Lago in Florida.
