[00:07.32]They closed in March in an effort to stop the spread of COVID-19. [00:14.88]EU plans to reopen to the wider world, however, [00:19.16]are under discussion right now in Brussels. [00:23.48]As of now, Americans are likely to remain barred from entry [00:29.60]because of the growing coronavirus infection rate in the United States. [00:36.64]On June 11, the European Commission said "travel restrictions should not be lifted" [00:43.12]for countries where the spread of the coronavirus is worse [00:47.12]than the average EU member plus Iceland, Liechtenstein, Norway and Switzerland. [00:55.88]In the U.S., new coronavirus infections have risen to the highest level in two months, [01:03.44]based on numbers from Johns Hopkins University in Baltimore, Maryland. [01:11.20]The U.S. on Tuesday reported 34,700 new cases of the virus, [01:18.84]bringing its total number of cases to close to 2.4 million, the most in the world. [01:27.04]The U.S. has also had more deaths from COVID-19 [01:31.56]than any other nation, at more than 121,000. [01:37.88]On Wednesday, U.S. Secretary of State Mike Pompeo [01:42.68]said he is working with Europeans and others on how to reopen. [01:49.56]He said, "We're working on finding the right way to do that, [01:53.80]the right timing to do it, and the right tactics to have in place." [02:00.32]Brazil, India and Russia are also seeing very high numbers of COVID cases. [02:08.76]Their citizens are expected to remain banned from travel to EU countries. [02:16.20]The COVID-19 spread has slowed greatly across the EU, [02:21.52]especially in the 26 countries that make up Europe's visa-free Schengen Area. [02:29.24]Each year, more than 15 million Americans visit there, [02:34.24]traveling from one country to another without stopping to show a passport. [02:41.04]EU leadership plans to open to outside countries based on several measures, [02:47.20]including the number of new infections per 100,000 in population. [02:54.12]The EU will also look at national COVID control efforts [02:59.20]like testing, treatment and reporting actions. [03:04.40]EU officials say the opening process needs to be coordinated [03:09.40]to permit visa-free passage between member countries. [03:14.48]The EU will reconsider the list of acceptable countries every two weeks. [03:21.80]And the EU suggested it would not be likely to reopen its borders [03:26.88]to countries that have not reopened to E-U members. [03:32.36]On March 11, American President Donald Trump [03:36.12]barred travel to the U.S. from the Schengen Area. [03:40.96]More than 10 million Europeans visit the United States each year. [03:47.64]Trump said in a statement, "Transmission of the virus by infected individuals [03:53.64]seeking to enter the United States from the Schengen Area [03:57.36]threatens the security of our transportation system [04:01.00]and infrastructure and the national security."
