[00:13.80]The money was then used to pay for the country's nuclear program [00:19.88]and to improve its ability to develop ballistic missiles. [00:25.92]The attacks are a violation of international law. [00:31.52]The report was released to reporters Tuesday. [00:36.36]It says North Korea was able to increase its nuclear [00:41.36]and missile programs in 2020. [00:45.04]North Korea remains under many international sanctions. [00:50.60]One unnamed official from a U.N. country said in the report [00:56.40]that North Korea paid for its military expansion [01:01.00]with over $300 million stolen through cyberhacks and internet fraud. [01:09.24]The report points to new ballistic missiles [01:12.92]that have been shown in recent military parades. [01:17.08]It also says those missiles could be large enough to carry [01:22.00]nuclear weapons and could possibly reach the United States. [01:27.08]North Korea announced in January that it had developed [01:32.16]what it claimed to be "the world's most powerful weapon." [01:36.92]That weapon is a submarine-launched ballistic missile. [01:42.04]However, the weapon has yet to be tested. [01:45.92]Little else is known. [01:48.84]The show of military strength [01:51.16]is partly because of the change of administration [01:55.04]in the United States, said Sojin Lim. [01:59.68]She is a Korea expert at Britain's University of Central Lancashire. [02:06.20]Lim told VOA that the nuclear program [02:10.28]is seen by Kim as the only way for North Korea to survive. [02:16.32]"Recently, because of the COVID-19 situation, [02:20.48]their economic situation has become even worse. [02:24.80]And especially with the new administration in the (United) States, [02:29.60]the new President (Joe) Biden, North Korea [02:33.84]has no way to discuss or negotiate with America," she said. [02:39.20]The report was written by North Korea watchers for the U.N. [02:44.56]Security Council's North Korea sanctions committee. [02:48.64]Lim argued that sanctions on North Korea have not worked. [02:55.36]"Sanctions give more hardship for civilians, [02:59.08]but its own aims or purpose, [03:02.24]which is the change in policy of the country, [03:05.84]has not been working in that way," she said. [03:09.92]She added that the international community needs [03:13.72]to find a new way to deal with North Korea. [03:17.88]Former U.S. President Donald Trump met North Korean leader [03:22.88]Kim Jong Un three times in 2018 and 2019. [03:28.80]The meetings failed to get North Korea to give up its nuclear weapons. [03:35.32]The Biden administration is working on a new policy for North Korea, [03:41.44]U.S. National Security Adviser Jake Sullivan [03:45.52]told reporters on February 4. [03:48.64]He said the effort "is under way." [03:52.88]Most experts, however, see little hope of any progress [03:57.12]toward denuclearization on the Korean Peninsula.
