[00:12.48]Chinh succeeded Nguyen Xuan Phuc who was named president. [00:19.24]The votes of the 500-member National Assembly [00:23.52]followed decisions made in January [00:27.12]by the Communist Party's national congress. [00:31.60]Chinh is 62 years old. [00:34.92]Most recently, he was head of the party's [00:38.60]Central Organization Commission. [00:42.16]Chinh was also a member of the office [00:45.76]charged with corruption prevention. [00:49.88]In 2010, he served as deputy minister [00:54.12]of the Ministry of Public Security. [00:57.36]The ministry is responsible for policing, [01:01.48]watching dissidents and activists [01:04.72]as well as spying in other countries. [01:09.04]A year later, he became party chief of Quang Ninh province [01:15.08]where he was credited with helping with economic development [01:20.20]through administrative reform. [01:23.88]Nguyen Khac Giang is a Vietnam expert [01:27.80]at New Zealand's Victoria University. [01:31.80]He said the party picked Chinh as prime minister [01:36.88]to continue growing the country's economy. [01:41.40]During Phuc's time as prime minister, [01:44.84]Vietnam's economy has expanded 6 percent over the past five years. [01:52.24]Unlike other countries during the pandemic, [01:56.00]its economy continued to grow at 2.9 percent in 2020. [02:04.68]With strong measures including a nationwide lockdown, [02:09.76]Vietnam has limited the spread of the virus [02:14.16]and quickly reopened its economy and manufacturing. [02:19.28]At the age of 66, [02:22.80]Phuc passed the age limit to serve as prime minister. [02:28.32]As president, Phuc will have a mostly ceremonial job. [02:34.32]Ha Hoang Hop is with the Singapore-based [02:39.20]ISEAS-Yusof Ishak Institute. [02:44.04]He said, as prime minister, [02:47.04]Chinh would have to deal with China's aggression [02:50.96]in the South China Sea and other issues [02:54.92]including "economic development" and "political stability." [03:01.88]Vietnam has four main leadership positions. [03:06.52]In addition to prime minister and president, [03:10.56]the others are General Secretary of the Communist Party [03:15.20]and leader of the National Assembly [03:19.24]Last week, Vuong Dinh Hue [03:22.60]became head of the National Assembly. [03:25.76]Earlier this year, Nguyen Phu Trong [03:30.44]was elected to a third term [03:33.28]as General Secretary of the Communist Party, [03:37.48]the most powerful position in the country.
